Library Technology Program

Fiber to the Library | Internal Connections (FTTL-IC)

The CT State Library is partnering with CEN and Novus Insight to improve internal network connections for Connecticut’s Primary Libraries supporting digital access and inclusion. CEN’s public-private approach will help local libraries maximize their internet and network-based experience by helping assess, remediate, and upgrade internal connections of the network infrastructure. Many local area networks (LAN) and wireless LANs (WLAN or WiFi Networks) may benefit from equipment and associated infrastructure upgrades internal to their buildings as observed during the CLFC fiber projects and help build an infrastructure plan for the future in support of operations, patron use, and bridging the digital divide in our communities.

  • Establish internal network systems that maximize the available bandwidth to the Internet 
  • Standardize and turnover a solution that minimizes operational complexity and streamlines support

Get An Assessment | Build a Plan | Upgrade Your Infrastructure 

By participating in the program, your library can receive an assessment and build a network technology infrastructure plan. Think of this as a roadmap for success when discussing ‘what needs to be done’ and when pursuing additional funding opportunities to upgrade your library’s network infrastructure. A modest investment in time can better inform your planning efforts and help pave the way to optimizing your network and internet connections for the future.

Getting Started

Get the application form and instructions from the CT State Library at Fiber to the Libraries- Internal Connections. Your application will be evaluated and presented to the March 2022 State Library Board meeting for approval. Once your grant has been approved, please use the sign-in button below to create your profile in the online platform (button will be made live at that time). Once created, your library will be added to the queue of participants and CEN/NOVUS Insight will be in touch to schedule the assessment of your infrastructure.

Eligible Libraries

  • Only principal public libraries may apply.
  • Libraries must have built end-to-end connectivity to a CEN-supported site on the network. Libraries that connect to the PSDN network via town hall or other municipal site are not eligible to apply.
  • For municipal libraries, any municipality that has not adopted a Plan of Conservation and Development (POCD) in the last 10 years as required under CGS Section 8-23(a) must include a Notice of Expired POCD letter with its application form and request for a waiver from the Secretary of the Office of Policy and Management (OPM).
